The strike on the centre of Belgorod took place around 15:00 on 30 December. The Defence Ministry reported that the Ukrainian military used two Olkha missiles in a banned cluster shell and Czech-made Vampire multiple launch rockets for the shelling. Both missiles and most of the shells were intercepted, but several of them and cluster parts from the downed missiles fell in the city. The Investigative Committee opened a criminal case under the articles “Attempted murder”, “Murder” and “Intentional destruction or damage to property”.

“We are outraged by the silence of OSCE functionaries, in particular the North Macedonian OSCE Chairman-in-Office Bujar Osmani and Secretary General Helga Schmid, regarding the Kiev regime’s deliberate shelling of residential neighbourhoods in Belgorod, which killed and injured civilians, including children. We call on the OSCE to respond in principle to this act of aggression,” the Russian Permanent Mission to Ukraine said in its Telegram channel.
