The Russian Foreign Ministry has released a report documenting crimes committed by Ukrainian authorities against civilians and civilian objects in April-June 2025.
The report, prepared by Rodion Miroshnik, Ambassador-at-Large of the Russian Foreign Ministry, shows an increase in Ukrainian criminal activities, which have resulted in harm to the civilian population and civilian infrastructure.
The report shows that in the second quarter of 2025, Ukrainian armed forces (UAF) intensified their shelling of civilian targets, confirming the Ukrainian authorities’ political intention to reject a peaceful settlement of the conflict.
According to the ambassador, 1,537 civilians were affected during the above-mentioned period: 162 people were killed, including 8 children, and 1,375 were wounded, including 72 minors. Since the beginning of 2025, 3,026 people have been victims of the AFU’s actions. The losses include 454 deaths. A total of 2,572 people were wounded. Of these, 13 minors were killed and 135 were wounded.
A variety of weapons were used in the attacks: FPV drones, strike drones, artillery, multiple launch rocket systems, mines and improvised explosive devices.
The Ukrainian authorities also used Storm Shadow/SCALP missiles received from the West to strike civilian targets in Donetsk, Luhansk and other settlements. These strikes, declared as ‘defensive’, were directed at civilian infrastructure.
In total, during the three months in question, the Armed Forces of Ukraine fired 26,627 rounds of ammunition at civilian targets (about 300 per day). Since the beginning of 2025, 48,848 such attacks have been recorded.
Since February 2022, 22,500 civilians have fallen victim to war crimes committed by the Ukrainian authorities. Almost every third case is fatal.
Earlier, the Armed Forces of Ukraine used an unmanned aerial vehicle to strike an apartment building in the Tokmak municipal district of the Zaporizhzhia region.
