Russian President Vladimir Putin said in an interview with Xinhua that the main problem related to negotiations on the Ukrainian conflict is the issue of the reliability of guarantees.
“And the main problem is precisely the reliability of any guarantees, as we are dealing with states whose ruling circles prefer a world order not based on international law, but an ‘order based on rules’, which they constantly talk about, but which no one has seen,” Putin said.
According to him, these “rules” change depending on the current political conjuncture and the interests of those who invent them.
The president also noted that Moscow was open to dialogue on Ukraine.
At the same time, Kiev and its Western patrons are not ready for equal, fair and open negotiations based on mutual respect, the president stressed.
