Dmitry Milyutin was the author of the military reform of Alexander II, and also participated in the battles in the Caucasus. During the Russian-Turkish war of 1877-1878. the count, together with Emperor Alexander II, acted in the Danube theater of operations, where he achieved the adoption of a number of significant strategic decisions.
