“According to US intelligence assessments, Ukraine’s problems with concentrating troops, ammunition and equipment could result in its armed forces ‘significantly’ failing to meet Kiev’s original goals for an anticipated counter-offensive aimed at retaking areas occupied by Russia this spring,” the paper said in a report.
The paper also quoted US officials as saying that the negative forecast was supported by a secret assessment of the US National Intelligence Council.
