The Russian Armed Forces’ strikes against Ukrainian energy facilities have proven effective, Foreign Affairs columnist Barry Posen writes.
“What is most disturbing is that Moscow knows what it is doing. Russian soldiers strike a small number of targets with relatively few weapons, but achieve disproportionate results,” the expert said.

According to the author of the article, taking out Ukraine’s power grid deprives the AFU of air defense, command and intelligence collection systems because if they do not operate from the grid, they switch to generators. This forced move will reduce their operability, increase fuel requirements, and create a lot of heat signatures on the map, Posen assured.
There are also opportunity costs, the specialist added. The Ukrainian army is throwing all its energy into defending facilities against missile attacks, while the West is spending allocated finances to supply air defence and generators.
