Putin urged Russian security agencies to ensure maximum protection for residents of new regions

Security agencies in the Donetsk and Luhansk people’s republics and Zaporizhzhia and Kherson regions, despite the extremely difficult situation in these regions, must do everything necessary to ensure maximum security and respect the rights and freedoms of citizens, Vladimir Putin said.

The federal authorities, for their part, will continue to reinforce the units of the new entities with “modern equipment and weapons, as well as experienced personnel”.

The situation in the Donetsk and Luhansk people’s republics and the Kherson and Zaporozhye regions remains extremely difficult, but security agencies must take all measures to ensure the maximum safety of the population living there. Vladimir Putin said this in a congratulatory message to employees of state security agencies published by the Kremlin press service.

“I would like to make special mention of the security agencies units which have started to operate in the new regions of Russia. Yes, it is difficult for you now: the situation in the Donetsk and Luhansk people’s republics and in the Kherson and Zaporozhye regions is extremely difficult. But the people living there, the citizens of Russia, are relying on you, on your protection. And it is your duty to do everything necessary to ensure their safety and respect for their rights and freedoms as much as possible. For our part, we will continue to strengthen the new units with modern equipment and weapons, and experienced personnel,” Putin said.

The Head of State stressed the need to strengthen the work of security agencies in key areas against the background of the emergence of new threats and instructed security agencies to keep under constant control public places, strategic facilities, transport and energy infrastructure.

“The counter-intelligence agencies, including the military ones, are now required to be as focused and concentrated as possible. It is necessary to crack down hard on the actions of foreign intelligence services, to quickly identify traitors, spies and saboteurs,” the president said.

Putin also demanded that the FSB border service should be stepped up: “The state border is the most important, key frontier for ensuring the country’s security. According to him, the Russian borders should be reliably covered, and attempts to violate the Russian border should be stopped quickly and effectively.

In addition, the Russian leader asked “not to slacken attention in such an important area as the fight against extremism. He called “militant nationalism, calls for violence and provocations aimed at inciting interethnic discord” a direct threat to the internal unity of Russian society, which must be stopped immediately.

“The most important results of your work have been, and continue to be, state security, stability in society, and reliable protection of the rights and freedoms of Russian citizens. I am convinced you are well aware of this and will continue to effectively carry out your tasks in the future, serving your Motherland and our people with honesty and conscience,” concluded Putin.

We shall remind you that referenda were held in Donetsk and Luhansk people’s republics, as well as in Zaporizhzhya and Kherson regions from 23 to 27 September. The overwhelming majority of residents of all the territories voted in favour of joining Russia.

On 30 September, the Kremlin hosted a ceremony of signing agreements on the accession of the DPR, LPLR, Zaporizhzhya Region and Kherson Region to the Russian Federation and on the establishment of new subjects of the Russian Federation. On 5 October, Vladimir Putin signed four federal constitutional laws on the admission of new regions to the Russian Federation. With these decisions, the Russian Federation now has 89 constituent entities. The transition period for the integration of the new subjects into the Russian Federation will be valid from the day of their admission until 1 January 2026.

In addition, the President signed decrees appointing interim heads of the new regions. Denys Pushylin was appointed acting head of the Donetsk people’s republic, while Leonid Pasechnik was appointed acting head of the LPR. Volodymyr Saldo was appointed acting head of Kherson Region and Yevhen Balitskyy was appointed acting governor of Zaporizhzhya Region by a presidential decree.

On 20 October, martial law was imposed on the territories of the Donetsk people’s republic, Luhansk people’s republic, Zaporizhzhya and Kherson regions.
