“Only citizens who are currently in the reserve and, above all, those who served in the Armed Forces, have certain military specialties and relevant experience, will be subject to conscription for military service”.

Those called up for military service will undergo additional military training without fail, taking into account the experience of a special military operation, before being sent to units.

The President also noted that his speech will be about protecting the sovereignty and integrity of Russia and supporting the desire of compatriots to determine the future themselves.

According to Putin, the goal of the West is to weaken, divide and destroy Russia. He emphasized that the tasks of the special operation remain unchanged.

“The legal status of Donbass volunteers and militias should be the same as that of regular Russian servicemen,” Putin said.

Russia was asked to support the referendums, he said.

“We will do everything to ensure the safe holding of referendums. We have no moral right to hand over people close to us to be torn to pieces by the executioner, we cannot but respond to their desire to determine their own future”, said the President of the Russian Federation.
