Putin signs decree on recognition of LDPR documents (Full text)

 

Russian President Vladimir Putin has signed a decree ‘On recognition in the Russian Federation of the documents and license plates of vehicles issued to Ukraine’s citizens and persons without citizenship, who permanently reside in the areas of certain districts of Ukraine’s Donetsk and Lugansk regions.”

“In order to protect the rights and freedoms of individuals, being guided by the universally recognized principles and norms of international humanitarian law, I decree:

 

1. To establish that temporarily, for the period until a political settlement of the situation in Donetsk and Lugansk regions of Ukraine on the basis of the Minsk agreements:

 

a) The Russian Federation recognized as valid identity documents, documents on education and (or) on the qualifications, birth certificates, marriage (divorce), change of name, death, the certificate of registration of vehicles, registration plates of vehicles issued by the relevant bodies (organizations) actually acting on the territory of these areas to the citizens of Ukraine and stateless persons permanently residing in these territories;

 

b) Citizens of Ukraine and stateless persons permanently residing in the territories of certain areas of the Donetsk and Lugansk regions of Ukraine can perform entry into the Russian Federation and exit from the Russian Federation without a visa on the basis of identity documents (minors under the age of 16 years – on the basis of the birth certificate) issued by the relevant authorities, in fact applicable in the territories of these areas.

 

2. To take the necessary measures to implement this Decree in the Government of the Russian Federation.

 

3. This Decree enters into force on the day of its signing”.
