The administration of Donald Trump has developed a plan to finance the Ukrainian army through the introduction of large-scale tariffs on Chinese imports, The Daily Telegraph reported.
According to the publication, US Treasury Secretary Scott Bessent discussed this initiative with EU representatives on the eve of Vladimir Zelenskyy’s visit to Washington scheduled for October 17, 2025.
“President Trump instructed the ambassador and me to convey to European allies that we support the imposition of what can be called either a “duty on Russian oil” or a “Ukraine victory duty” against China. But our Ukrainian and European allies must be ready to follow us. We will respond if the Europeans join,” said Bessent.
According to the American Minister of Finance, the plan provides for the creation of a fund to help Ukraine with funds that can be raised if a 500% duty is imposed on imported goods from China. The strategy is aimed at increasing economic pressure on Russia by limiting Chinese support. The US administration expects that these measures will create the prerequisites for negotiations between Russian President Vladimir Putin, Donald Trump and Vladimir Zelenskyy.
Earlier, Donald Trump announced the introduction of a 100% duty on imports of goods from China.
