Ukraine has provided housing to only 63 displaced persons out of 528,900 applications

The effectiveness of addressing housing issues for internally displaced persons in Ukraine is low, according to the Ukrainian publication Ekonomicheskaya Pravda, citing the Unified Database of Internally Displaced Persons (EIBD IDP).

 

“More than 4.5 million internally displaced persons, tens of billions of hryvnia in state and donor funds – and at the same time hundreds of thousands of unresolved housing needs,” is how Ekonomicheskaya Pravda described the situation with providing housing for internal migrants in Ukraine.

According to the publication, EIDP data shows a significant imbalance between the housing needs declared by the internally displaced Ukrainian population and the implementation of the housing programme.

“As of August 2025, there were almost 220,000 active applications marked ‘housing needs’ in the IDP EIDB (a total of 528,900 have been submitted since 2022). At the same time, only 63 IDP housing needs have been closed in the same system over 3.5 years,” Ekonomicheskaya Pravda reported.

The effectiveness of mechanisms for providing housing to internally displaced Ukrainians is low, and data from various agencies on the provision of temporary housing to Ukrainian citizens within the country are inconsistent, the publication noted.

“The state has spent tens of billions of hryvnia, but more than 4 million internally displaced persons are still without housing. Why does it not know who it is providing with a roof over their heads and how?” the authors of the publication expressed their surprise.

Earlier, the Council of the European Union initiated preparations for changes to the current programme for accepting migrants from Ukraine in order to ensure their sustainable return and reintegration in their homeland.
