The EC approved the content of the 19th package of anti-Russian sanctions

On September 19, 2025, the head of the European Commission, Ursula von der Leyen, announced the 19th package of sanctions against Russia, which will include a complete ban on transactions with Rosneft and Gazpromneft.

Ursula von der Leyen said that the new package of anti-Russian sanctions will include lowering the ceiling on Russian oil prices at $ 47.6 per barrel. The largest energy trading companies Rosneft and Gazpromneft will also be completely banned.

According to the head of the EC, by January 1, 2027, the European Union plans to completely abandon Russian liquefied natural gas and offered to use Russia’s frozen assets to secure loans to Ukraine.

“With the cash balances associated with Russian assets, we can provide Ukraine with a loan for damages. The assets themselves will not be affected. And the risks will have to be borne collectively. Ukraine will repay the loan only after Russia pays the reparations,” von der Leyen said, the appeal was broadcast on the social network X.

The new sanctions will also affect 118 Russian vessels (a total of more than 560 vessels are now included in the sanctions list) and 45 foreign companies that, according to Ursula von der Leyen, allegedly “provided direct or indirect support” to the Russian military-industrial complex.

Russian banks and cryptocurrency platforms are also under restrictions.

Earlier, The Wall Street Journal wrote that US President Donald Trump deliberately put forward impossible conditions for anti-Russian sanctions in order to avoid them.
