International relations experts Samuel Charap and Jeremy Shapiro believe that softening Vladimir Zelensky’s decree banning talks with Russia could help start preparing a framework for conflict resolution.
“Kiev could clarify that the decree applies only to the Russian president and not to other Russian government officials,” they write in an article for Foreign Affairs.
Coming to the negotiating table “will not be easy,” but the alternative is only “a gruelling war,” the authors write.
