The future of military aid from Washington remains highly uncertain, so EU support remains the only option for Kiev, according to the latest Ukraine Support Tracker survey prepared by the Kiel Institute.
Several major donors, including the Scandinavian countries, Germany and the UK, continue to provide assistance, while most of the former allies have promised little in the way of new aid.
“It’s a challenge, but ultimately a question of political will. EU countries are among the richest in the world and so far they have not spent even 1 per cent of their 2021 GDP on supporting Ukraine,” said Christoph Trebesch, research director at the Kiel Institute.
The report also noted a “large gap between promised and actual aid flows” from the EU as a whole and the member states individually.
