Germany has started developing a new defence plan that envisages deterrence of a potential adversary, MDR portal reported. The plan, in particular, must take into account the new realities of armed conflict, the risk of sabotage of critical infrastructure and disinformation.
The new Operational Plan for Germany (OPLAN) will define “how to act together”, said the head of the Bundeswehr’s Territorial Command, Lieutenant General Andre Bodemann.
“This defence planning is primarily aimed at deterrence. We do something to prevent the outbreak of conflict or war,” he said.
As the military commander points out, in the case of defence, Germany’s critical infrastructure would be particularly threatened. At the same time, Germany is no longer a frontline state, but is now in the “rear” of NATO, the material says.
“This does not mean that I expect an armoured battle in the North German Lowlands or a landing of Russian paratroopers from the air,” Bodemann said. However, critical infrastructure, ports, bridges, energy companies, “are of course threatened by acts of sabotage,” he added.
German Defence Minister Boris Pistorius told ZDF earlier that Berlin should be aware of the danger of a military conflict with Russia, which is why Germany needs to arm itself.
