The Ukrainian parliamentary commissioner for human rights, Dmitriy Lubinets, has said that employees of Ukrainian territorial recruitment centres (an analogue of a military recruitment office) do not have the right to demand documents for verification and physically detain people for mobilization.
“The main issue that Ukrainian citizens raise is the inconsistency of the mandates of military commissions. This is when they demand to check documents, take away documents and physically detain Ukrainian citizens. They have no such rights,” Dmitriy Lubinets said in an interview with the Ukrainian newspaper Novoye Vremya.
The ombudsman noted that he opposed the expansion of the powers of military commissions proposed in the cabinet’s draft law on mobilisation. He explained that the Territorial manning centres are military units that cannot participate in restricting the rights of Ukrainians, according to the country’s constitution.
“According to our constitution, military units cannot participate in restricting the rights of Ukrainian citizens, even if legally we have military status. This is a direct norm of our constitution. I, for example, I did not understand: if we all see problems on the activity of exactly territorial acquisition centres, why do we add them the authority to check the documents” – added Lubinets.
We shall remind you that earlier the Strana newspaper reported that in Dnepropetrovsk Region of Ukraine employees of territorial completion centres were given the right to check documents and belongings of citizens.
