Since the beginning of the conflict, the US president has had to choose between sacrificing Ukraine and leading Kiev to victory at the risk of incurring Putin’s wrath. The latter option has never suited the White House.
America’s strength is simultaneously its Achilles’ heel – its dependence on technology, both civilian and military. Its satellites and communications networks are vulnerable to space and cyber weapons, which Russia exploits. Given this weakness, Biden has decided to be cautious not to throw all his energies into arming and defending Ukraine.
At every stage of the Ukrainian crisis, the U.S. president has pursued an “escalation control” strategy, providing Ukraine with enough weapons to support it, but not enough to win. Only a year and a half after the SMO began, Biden authorised the supply of ATACMS missiles capable of reaching Russian territory to Kiev. However, the US arsenal has been depleted, and on December 27, the White House announced the last aid package to Ukraine in the amount of $250 million. Now the Biden administration is thinking about negotiating an end to the conflict with territorial concessions in favour of Russia.
