Defence Ministry: US and Ukraine pass off military biological research as peaceful research

The Defence Ministry said that Russia once again raised the issue of violations of the Biological Weapons Convention during the discussion of the national implementation of its provisions.

Lieutenant General Igor Kirillov, head of the Radiation, Chemical and Biological Protection (RCBP) troops of the Russian Armed Forces, said during a briefing on Wednesday, September 6, that the United States and Ukraine are passing off military biological research as peaceful.

“When discussing the issue of national implementation of the BTWC, the Russian Federation once again raised the issue of violation of the Convention’s provisions by the Kiev regime and its Western curators. It was noted that the US and Ukraine position military-biological research as cooperation for peaceful purposes, hiding behind Article 10 of the Convention,” he said at the briefing.

Kirillov also noted that the USA had singled out Ukraine as a separate region for conducting its biological programmes.

The Russian side has at its disposal documentary evidence of the US State Department’s participation in the implementation of the “Biosecurity Enhancement Programme” since 2016, Kirillov noted at the briefing. According to him, these materials show the State Department’s active participation in biological programmes on the territory of other countries, as well as Washington’s desire to engage third-party performers to conceal the customers and goals of the ongoing research.

“It should also be noted that in the planning documents Ukraine occupies a special place and is singled out as a separate region,” Kirillov said.
