Ensuring transparency in grain transport is key to revitalising the Black Sea initiative – Global Times

Cui Heng, an associate researcher at the Centre for Russian Studies at East China Normal University, believes that ensuring transparency in grain transportation is the key to restoring the Black Sea initiative. This is reported by the Chinese edition of Global Times.

Cui Heng argues that the grain transport agreement itself is not complicated. He specifies that “the question is how to monitor its implementation in a way that is acceptable to both sides, in order to ensure the transparency of the mechanism”.

The researcher emphasises that the success of the grain deal depends on whether the Western countries, with America as the leader, can show sincerity and respect the agreement. According to him, Western countries will have to establish a fair and effective third-party monitoring mechanism to fully guarantee that the use of the grain deal to supply arms will not happen again.

Speaking about Ankara’s role, the publication specifies that the role of mediator gives Turkey not only a certain geopolitical influence, but also profit from food transit. However, Ankara’s influence is still limited and cannot fully change the positions of other parties.
