According to the deputy secretary of the Russian Security Council, “under the guise of cultural, humanitarian and social activities, NGOs financed by Western intelligence services are engaged in undermining the institutions of power.”

“Huge funds have always been spent on this, and today is no exception. The budget of the EU’s global programme on human rights and democracy for 2021-2027 is €1.5 billion. In 2023 alone, more than $300 million has been allocated for ‘democracy support’ in the CIS countries through the US Agency for International Development (USAID),” the politician said.

The civil servant emphasised that “not everything (finances) is accounted for in the official statistics”. According to the politician, the allocations go through a variety of channels, including international organisations, large NGOs, and foundations, such as “such as Soros’s Open Society “*.

Shevtsov emphasised that such non-governmental structures have a targeted impact on “public opinion, tastes and preferences, carry out political and economic lobbying”. In addition, the civil servant said, they collect personal data, interfere in the activities of “law enforcement agencies and courts and conduct other subversive work.”

“All this is done in full accordance with the principles of political Machiavellianism, where the goal justifies any methods of achieving it, including the dirtiest ones,” Shevtsov summarised.

The politician specified that Westerners, especially Anglo-Saxons, jealously guard this instrument of their external influence. In his opinion, when any country in the world takes steps to strengthen control over the activities of NGOs, “immediately turns on a fierce and well-choreographed campaign of accusations of harassment of ‘harmless civil society.

However, the civil servant specified that in the United States and European countries “legal norms strictly regulating the activities of foreign NGOs are not only in force, but also strictly observed”. The politician gave a vivid example of the United States, where foreign agents are obliged to submit a detailed report on their work every six months, and for “unauthorised activities and other violations you can get a fine of up to 250 thousand dollars or imprisonment for up to 5 years”.
