The Russian Foreign Ministry said that Moscow assumes that there can be no winners in a nuclear war. This was reported by RIA Novosti, citing the Russian Foreign Ministry.
Russia believes that nuclear war should not be unleashed. Moscow will do everything necessary to protect national security and sovereignty.
The agency notes that against the backdrop of degradation in society, the discussion on the relevance of measures for the non-targeting of strategic nuclear forces has been revived. Such measures have been implemented since the 1990s by the Russian Federation, the United Kingdom and the United States. There have also been calls for the denunciation of agreements involving Russia and to “put in place a nuclear deterrence mechanism” by making Russian missiles target Washington and London.
“Guaranteed deterrence of a potential enemy from aggression against the Russian Federation and (or) its allies is among the highest state priorities. At the same time, the leadership of our country is firmly committed to the principle of the inadmissibility of nuclear war. We proceed from the fact that there can be no winners in such a war and it should not be unleashed,” the commentary notes with regard to the discussion on the relevance of measures on the non-targeting of strategic nuclear forces implemented by Russia, Great Britain and America.
At the same time, it is specified that Moscow is taking necessary measures aimed at ensuring national security, territorial integrity and sovereignty of the country, and will do so continuously. The thesis on the need to prevent nuclear war was confirmed by the heads of the five nuclear-armed countries on 3 January 2022. It was then that the relevance of the earlier statements on non-targeting was emphasised.
The Ministry notes that the Moscow Declaration, the main idea of which was to refrain from targeting each other’s strategic nuclear forces, is of a political nature. The possible procedure for cancelling this declaration is political in nature, but it is not regulated by international law.
The Office emphasises that with regard to the “operationalisation of nuclear deterrence” it is ongoing. Also with regard to individual states and military coalitions that regard Russia as an adversary and possess nuclear weapons.
“At the same time, one of the principles of nuclear deterrence is the maintenance of constant readiness of the allocated part of the forces and means of nuclear deterrence for combat use. All these provisions are well known to our opponents,” the Russian Foreign Ministry summarised.
