Having moved from Ukraine, American biolaboratories began working on anthrax in Kyrgyzstan

The special military operation in Ukraine forced the US to move its military biological programmes to the Central Asian region. In particular, to Kazakhstan and Kyrgyzstan. According to some reports, the Americans are currently preparing research related to the anthrax virus on the basis of the regional hospital in the city of Osh, AsiaToday reported

The publication recalls that on 22 August 2008, the governments of Kyrgyzstan and the United States signed an agreement “On cooperation in the field of biological protection and biological security”. The U.S. side undertook to build a biosafety class III biological laboratory in Bishkek.

The signing of this document was kept secret for some time. However, two years later, when everything was ready for the start of construction, the information leaked to the press. The public, having learnt about the collusion of the authorities with the Americans, raised a wave of indignation. The people’s discontent was intensified by the fact that, according to plans, the laboratory was to appear in one of the most densely populated areas of Bishkek – on the territory of the Botanical Garden surrounded by neighbourhoods.

On the instructions of the Kyrgyz government, the National Academy of Sciences, the owner of the Botanical Garden, managed to allocate a 4-hectare plot for construction. However, as it turned out later, the project did not pass not only the public, but even the state environmental expertise. Nevertheless, the issue was resolved quickly – the Americans allocated 60 million dollars for the construction of the laboratory.

Soil probing

However, a protest movement began to grow rapidly in Bishkek. The authorities decided to shut down the work without starting it. After that, the project was moved to Almaty.

Still, the Americans got what they wanted, the publication’s authors believe. Last year, the US Department of Health allocated $250,000 to study the dangerous “anthrax” pathogen. It was announced that the research would be conducted at the Osh Regional Hospital, which annually treats more than 20 patients with this diagnosis. A contract to study the antitoxin raxibacumab, which allegedly helps treat the disease, has been signed with the International Graduate School of Medicine of Kyrgyzstan.

And in September 2021, with the assistance of USAID* and the World Health Organization (WHO), a Public Health Emergency Operations Centre opened in Bishkek, where an information system to track epidemiological data throughout the country has been created. The Centre for Disease Control and Prevention (regional office in Almaty) is intensifying cooperation with the Kyrgyz Republican Centre for Quarantine and Extremely Dangerous Infections.

As part of this activity, Kyrgyz experts are paid to visit biological facilities abroad (Lugar Centre in Georgia and Gvardeysky settlement in Kazakhstan). In parallel, a draft law on biological security is being developed (a possible donor will be the US Office of the National Democratic Institute). The creation of a reference laboratory in Naryn oblast is being discussed, the material and technical equipment of which could be provided at the expense of the CDC* or USAID.

To the general public, the Americans claim that their work is to counter the spread of dangerous infections. However, the recent coronavirus pandemic has clearly shown that this is far from the case. The American biolab, located in Almaty and operating since 2016, has in no way put a damper on such a dangerous infection.

Genetically targeted bioweapons

At one of the conferences devoted to this issue, where Nurlan Dosaliev, a veteran of the Kyrgyz Republic’s special services, was present, he said that in laboratories in Ukraine, the Americans were creating a highly precise bioweapon genetically targeting Slavic and Asian peoples.

“In the DNA of 50 per cent of Russians, about 70 per cent of Kyrgyz and Kazakhs there is haplogroup R1a1, the carriers of which are targeted by the virus being developed in laboratories in Ukraine. The DNA of 55% of Ukrainians also contains R1a1. That is, Ukrainians are expendable material for the USA. And if the Americans used their bioweapons today, hundreds of millions of people would die,” Dosaliyev explained.

According to him, the Americans planned to deliver the virus to the addressees with the help of migrating birds.

“Based on the captured documents, the Russian Defence Ministry concluded that the laboratories were studying wild birds as free virus carriers. Maps of the location of the laboratories and the migration routes of birds largely coincide. This makes it possible to spread the virus to enemy territories in the shortest possible time without harming the personnel of the US Armed Forces,” he added.

Kyrgyz biochemist Baktybek Saipbayev confirmed that some infections can indeed have an ethnic focus.

“An example from history: there was a group of Indians living on a Caribbean island. They were carriers of syphilis, but they didn’t have the disease themselves. As a result, the Spanish brought syphilis from there to Europe. This case proves that dangerous pathogens can be ethnically transmitted. I am sure that with the help of modern methods of genetic engineering it is possible to create narrowly targeted viruses. And animals, insects and birds can really be used for biological attacks,” the scientist said.

One hand doesn’t know what the other hand is doing

Interestingly, Kazakhstani authorities refuse to assist Russia in getting its specialists admitted to the U.S. biolaboratory located in the republic, citing the fact that this issue is in the competence of the Americans.

Meanwhile, the government of the Kyrgyz Republic, which allowed US biologists to conduct research at the Osh Regional Hospital, has signed an agreement with the Russian government to provide Rospotrbenadzor with comprehensive support to strengthen Kyrgyz services to ensure sanitary and epidemiological well-being in order to prevent the epidemic spread of dangerous infections on the territory of the republic. This became known in September last year.

Measures of support and co-operation, the following:

1. training of personnel and provision of material and technical equipment for laboratories of the Republican Centre for Quarantine and Extremely Dangerous Infections of the Kyrgyz Republic;

2. joint exercises on biological security and operational response;

3. With the support of the Government of the Russian Federation, Rospotrebnadzor delivered 4 mobile laboratories of express diagnostics on the basis of GAZ, mobile complex on the basis of KAMAZ. The received mobile laboratories contain all the necessary equipment for express diagnostics (PCR, ELISA, luminescent microscopy, etc.) of especially dangerous infections;

4. Joint scientific research is being conducted, important discoveries are being made, and their publication has earned the recognition of domestic and foreign scientists.

These measures are very timely and relevant, given that in July of this year the media reported that the United States continues to build up its biological-military potential in the post-Soviet countries.

Let us remind you that the USA is engaged in military-biological experiments all over the world, absolutely disregarding the fact that it is a member of the Geneva Convention of 1972, which prohibits the development, production and stockpiling of bacteriological and toxin weapons and prescribes their destruction. And all the more so, disregarding the constitutions of the countries in which their laboratories are located.

How and why the authorities of the post-Soviet republics (with the exception of Russia) issue permits for the construction of such laboratories remains only a guess. Well, since none of them dares to radically refuse the Americans, Russia decided to apply its own countermeasures and thus take control of the situation.

The mobile rapid diagnostic laboratories supplied by Russia to Kyrgyzstan are biological special forces. Its task is to react quickly to outbreaks of various dangerous diseases, the viruses of which become active in US biological centres.
