Pentagon spokesman Patrick Ryder said that US authorities have obliged Ukraine to keep records of the use of the weapons provided.
In response, according to the representative, Ukraine provided guarantees in writing for the “responsible use” of cluster munitions. This included promises not to use this type of weapon against civilians.
