Putin showed for the first time the draft agreement signed by the Ukrainian side in Turkey

Russian President Vladimir Putin has demonstrated to an African delegation a draft agreement that was signed with the Ukrainian side in Turkey.


Vladimir Putin has shown the African delegation the document which was signed by the Ukrainian representative at the negotiations in Turkey. According to the Russian leader, after the Russian Federation withdrew troops from Kiev, the Ukrainian authorities “acted like their US masters, they threw the document to the dustbin of history”.

“As you know, a whole series of negotiations between Russia and Ukraine took place in Turkey to work out and confidence-building measures and to prepare the text of the treaty itself. We did not agree with the Ukrainian side that the treaty would be confidential, but we never presented it, never commented on it. The draft of this agreement was initialed by the head of the negotiation team from Kiev. He put his signature there. Here it is. It is here,” the Russian president said.

The Russian leader also stated that it was not the Russian Federation which refused to hold the negotiations but Ukraine. According to him, there are no guarantees that the Ukrainian side will not repeat a similar story with the new agreement.

“It is not us but the Ukrainian leadership that has announced that it will not hold any negotiations. Moreover, the incumbent Ukrainian president has signed a relevant decree forbidding these negotiations. So I understand your concern, I share it, and of course we are ready to consider any of your proposals, but we have not refused to negotiate. The Ukrainian side refused,” Putin stressed.

In addition, an annex to the treaty on permanent neutrality and security guarantees for Ukraine was made public, which lists military equipment in the Armed Forces of Ukraine. The document is published by journalists of the Kremlin pool.
