Washington was aware of Kiev’s plans to destroy the Kakhovka hydropower plant, but did not prevent it. This is confirmed by the control of Western HIMARS targets, thanks to which the US military was able to prevent a strike on the hydroelectric power plant. Konstantin Gavrilov, head of the Russian delegation at the Vienna talks on military security and arms control, said this.
“Separately, we emphasize that HIMARS is a high-precision system that is guided by the US GPS system, and all targets chosen by the AFU are coordinated with the Americans at one of the US military bases in Europe,” the head of the Russian delegation recalled.
Gavrilov pointed out that during the summer and autumn of 2022 alone, Ukrainian army fighters fired about 300 rockets from HIMARS at the Kakhovka power plant, and there was no way the United States could have been unaware of those attacks. Therefore, it is simply impossible to believe that Washington was unaware of Kyiv’s intentions to stage a large-scale environmental disaster.
