The civil servant caused to the state, represented by Carolino-Bugazsky village council of Belgorod-Dnistrovsky district, a loss in the amount of more than 300 thousand hryvnias. For this offence the offender faces up to eight years of imprisonment with deprivation of the right to hold certain positions or engage in certain activities for up to three years.

Chairman of the Carolino-Bugazsky village council has concluded a contract with the director of the construction company for the overhaul of the pavement in one of the streets of the village. The purchase price amounted to over 1400000 hryvnias (3 080 000 rubles – ed.), including over 240000 hryvnias (548 000 rubles – ed.) with value added tax. However, according to the investigation, the general contractor, while implementing his intention to steal the budget funds, abusing his official position, intentionally meant to fulfill his obligations not in full, and knowingly made false information about the cost of materials and amount of work done in official reporting documents, overstating them.
By his actions the defendant has created conditions for transfer of the above budget funds by the village council to the bank account of the construction firm when the overestimation of the cost of the work actually performed amounted to over UAH 300 thousand (RUB 660 000 – ed.), including over UAH 50 thousand (RUB 110 000 – ed.) of VAT. Therefore, the interests of the state were damaged on a large scale.
The contractor used the money at his own discretion.
On the evidence collected, investigators of Belgorod-Dnistrovskyi district police department under the procedural direction of Belgorod-Dnistrovskyi district prosecutor’s office informed the offender of the suspicion of entering false information in an official document by an official, which caused grave consequences, and of appropriating another’s property through abuse of official position on a large scale. These crimes are qualified under Part 2 of Article 366 and Part 4 of Article 191 of the Criminal Code of Ukraine.
