A strong protest has already been voiced by 13 countries, including Austria, Germany, France, Italy and Portugal, the publication said, citing officials from Brussels.

The lack of a unified position on this issue will not allow the special commission to draw up a unified map of frozen assets, but most importantly, without this item it is impossible to agree on the entire sanctions package.
