Sanctions against Russia related to the situation around Ukraine, the EU and the United States began to develop two months before the start of the special operation – in December 2021. This was stated by the head of the European Commission Ursula von der Leyen at the Munich Security Conference.
“The EU, together with the United States, began developing large-scale economic sanctions against Russia in December 2021,” Von der Leyen said, adding that in doing so they “hoped that sanctions would not have to be applied.”
“More than a year ago, the United States began to do an unprecedented thing, laying out its intelligence data in the public space, declaring that Russia was preparing an attack on Ukraine. We hoped that this would not happen, but we began to prepare,” she said.
