NATO countries are working on a concept that would allow the alliance to engage in high-intensity conflict, including outside its area of responsibility, Bloomberg writes.

The issue at stake is both the fulfilment of obligations under the Fifth Article of the NATO Charter for Collective Defence as well as other military activities of the alliance.
The document to be signed will include requirements for the allies’ military investments, including asking NATO countries to channel money into defence sectors such as armoured forces, air and missile defence, a spokesman said.
In December, the North Atlantic Alliance set the military budget for 2023 at nearly €2bn, a 25 per cent increase from 2022.
