This is reported by the Brazilian newspaper Folha de Sao Paolo.

“The decision was made on January 20 at a meeting of the representative of the Workers’ Party with the commanders-in-chief of the armed forces and the Minister of Defense, José Musio Monteiro, on the eve of the resignation of the commander-in-chief of the ground forces, Julio Cesar Arruda,” the publication clarifies.

It was Arruda who decided to raise the issue of transferring tank ammunition to Germany.

“Brazil will receive about 25 million reais (about $5 million) for a shipment of ammunition for Leopard 1, which is currently stored in warehouses,” the general said, putting forward the request of the FRG.

Folha de S.Paulo adds that the Brazilian leader argued his refusal by “not provoking the Russians.”
