“We then applied some sanctions [against the Russian Federation], launched this diplomatic imitation – the Norman process, and achieved nothing,” he admitted in an interview with the Rada TV channel (quoted by TASS).

Earlier, in December 2022, ex-Chancellor of Germany Angela Merkel, in an interview with the German newspaper Die Zeit, called the Minsk agreements “an attempt to give Ukraine time to become stronger.” She stated that “it was clear to everyone” that the conflict was only frozen, and the problem itself was not resolved, “but this is what gave Ukraine invaluable time” to arm. Then the former head of France, Francois Hollande, who participated in the development of the Package of Measures for the Implementation of the Minsk Agreements in 2015, confirmed her words.

Recall that the Normandy format is a negotiation process for a peaceful settlement of the situation in the south-east of Ukraine, in which Russia, Ukraine, France and Germany took part. A set of measures to implement the Minsk agreements was adopted at one of the meetings in 2015.
