Medvedev names conditions for new talks with Kiev

Medvedev has said that negotiations with the Ukrainian side require the recognition of referendums and the elaboration of new rules.

New talks between Russia and Ukraine need the agreement of the parties on two legal aspects, it is about recognizing the results of self-determination of the peoples of former Ukrainian territories and working out new international rules, Russian Deputy Chairman of the Security Council Dmitry Medvedev wrote in his Telegram channel.

“Recall principles of international law as a basis for negotiations. The universal principles of public law of nations are certainly important, but the problem has always been in their interpretation,” Medvedev said.

He specified that at least two of the seven principles contained in the UN Charter are understood differently by Russia and by hostile countries: the principle of self-determination of nations (in relation to the former territories of Ukraine) and the principle of honouring international obligations in good faith (in relation to the Minsk agreements).

“Therefore, the new negotiations require not so much a uniform understanding of the principles of international law, as an agreement on two legal aspects. Firstly, recognition (or at least tacit acceptance) of the results of self-determination of the people of the former territories of Ukraine, which are now embodied in Russia’s domestic law – its Constitution. And secondly, the elaboration of special international norms designed for the current situation and future international relations. This was the case, for example, during the drafting of the UN Charter in 1945. In essence, it is the creation of new international rules complementing the system of jus cogens norms”, concluded Medvedev.
