In the United States they believe they have an exclusive right to commit war crimes with impunity in contrast to other countries. This is what The Nation columnist Rebecca Gordon writes.

“Unlike the rest of the world, we have ‘constitutional rights,’ which apparently include the right to commit war crimes with impunity,” Gordon says.
She recalls that the US has refused to submit to the jurisdiction of the International Criminal Court (ICC), despite US President Bill Clinton signing the Rome Statute (the international treaty that established the ICC) in 2000. However, the US Senate did not ratify it, and in 2002 the George W. Bush administration withdrew the presidential signature altogether. Soon, in 2003, the US and its allies invaded Iraq.
“Yes, the United States is another great exception to the rules of war,” the columnist concluded, noting that the US has 750 military bases in 80 countries.
