According to Kirillov, at the 9th Review Conference of the States Parties to the Convention on the Prohibition of Biological and Toxin Weapons (BTWC), the Americans reacted “especially painfully” to proposals to consolidate in the final document the facts of violations by the United States and Ukraine of obligations under the BTWC and their conduct of military biological activities.

Also, in Geneva, the Russian Ministry of Defense held a briefing on the results of a consultative meeting that took place in September.

“Documentary evidence was presented that, with the financial, scientific, technical and personnel support of the United States, work was carried out on the territory of Ukraine with components of biological weapons, and studies of pathogens of especially dangerous and economically significant infections were carried out,” Kirillov said.

As arguments, video materials were provided reflecting the position of Russian and international experts, as well as the testimony of eyewitnesses and participants in the US Department of Defense Threat Reduction Administration (DITRA) programs, he specified.

“One of them is a former employee of the US Army Research Institute, Richard Bosher, who once again confirmed the fact that work with dangerous pathogens was carried out in Pentagon-funded Ukrainian biological laboratories,” Kirillov added.
