“At the end of the conflict, there are surplus weapons that fall into the hands of criminals or terrorists,” Biggar said.
According to the head of the agency, he discussed the risks of this threat with the Kyiv authorities, who said that they “monitor what weapons are in the country and who has them.” Biggar said that so far Britain has no evidence of arms sales to criminals.
