The European Parliament has prepared a resolution recognising Russia as a “terrorist state” and intends to vote on it at a session in Strasbourg on November 23. European Parliament spokeswoman Delphine Colard said this at a briefing on Friday.

“EP lawmakers will vote on Wednesday on a resolution that characterises Russia as a state that supports terrorism by stepping up large-scale attacks on civilian targets in Ukraine,” she said.

European Parliament resolutions are not legally binding and are advisory in nature, but are widely used in the EU media and political environment to promote and disseminate specific political positions.
