On October 18, Acting Governor Volodymyr Saldo announced that civilians from the right-bank part of the Kherson region would be evacuated to the left bank of the Dnieper due to the threat of flooding of the area, which could be caused by a strike by the Ukrainian military on the Kakhovskaya hydroelectric power station. Later, on October 31, Saldo announced that the authorities had decided to expand the evacuation zone to 15 kilometers from the Dnieper and on the left bank.
