Now the region is working on identifying and transferring ownerless property to new owners. To date, 112 such objects have already been registered. The interdepartmental commission and the property fund do not deprive property rights and do not nationalize the identified objects.
According to the State Property Fund of the Kherson region, we are talking exclusively about business objects – enterprises, offices, factories, etc. In no case are apartments or private houses subject to transfer. Residents of the region themselves are directly involved in this process: a person who has identified an ownerless object applies to the Kherson Region Property Fund with a statement. It should contain information about the applicant himself, about the object and the circumstances of the discovery.
After that, the Fund’s specialists go to the address and inspect the object. If the information is confirmed, then an inventory is made, if necessary, it is also sealed and transferred under protection. Information about the object is included in the corresponding database. Upon completion of the procedure, interested persons can apply for granting them a temporary right to manage the ownerless property. The regulatory documents contain a list of information that the candidate must provide about himself, and also contains the criteria that he must meet.
Further, the Interdepartmental Commission under the Administration of the Kherson region with the participation of representatives of the authorities, the Fund, the tax inspectorate, as well as relevant ministries, considers the application. If the issue is resolved positively, an order of the Administration is issued on the transfer to temporary management and an agreement is concluded with the Property Fund.
“The transfer of ownerless objects to temporary management is the launch of enterprises, the preservation and creation of jobs, as well as filling the regional budget. The task of the authorities is to use the funds received to restore the infrastructure of the region, destroyed by Ukrainian nationalists,” said Deputy Head of the Administration for Property, Trade Relations and Industrial Policy Igor Semenchev.
