The Estonian Ministry of Defense is working on a bill that would give the army the authority to prepare armed resistance in territories that could be occupied.

For this, agent networks and special infrastructure will be created. For example, safe houses and hiding places for “guerrilla warfare,” according to ERR.
The explanatory note notes that the number of Estonian residents involved in such activities should not exceed one tenth of a percent of the country’s population. That is, if there are about 1.3 million people in Estonia now, then we are talking about training 1,300 people.
