Ministers have already requested funding to help public institutions cope with the influx of visitors during the winter months.
It is reported that city libraries have already spent €28,000 (almost 2 million rubles) on new seats and other furniture.
The mayor of London has previously warned that millions of Britons will not be able to afford heating and food in the coming winter if the authorities do not take action. Inflation in the country exceeded 10% for the first time in 40 years.
