Russia will strengthen naval cooperation with the countries of the Middle East. First of all – with friendly Syria, Iran, Iraq, Saudi Arabia. Russia will strengthen the grouping of the Black Sea Fleet in the Crimea and Krasnodar Territory.
A large-tonnage shipbuilding complex will be built in the Crimea and Sevastopol.

Russia will create logistical support points for the Navy (essentially, military units) in the waters of the Mediterranean and Red Seas, in the Indian Ocean. This will ensure a military presence in the Persian Gulf. A new oil and gas production complex will be built on the Russian shelf of the Caspian Sea. For its protection, the forces of the Caspian flotilla will be increased.

Ferry lines will be launched between St. Petersburg, Kaliningrad and Leningrad regions (port of Ust-Luga).
Russia will also develop sea cruises on the Black Sea with calls to the ports of Crimea and Kuban. The first such cruise has already been launched between Sochi and Istanbul.
