Russian President Vladimir Putin has supported the idea of Deputy Prime Minister Marat Khusnullin to issue housing certificates to people living in the Donetsk and Luhansk People’s Republics and whose houses were destroyed.
At a meeting with the president on Friday 29 July, Khusnullin said how the reconstruction of housing in the Donetsk and Luhansk people’s republics was planned. According to his message, what cannot be rebuilt will be built anew.
“For those people who do not want to wait today, we offer and ask you to agree the option of paying out a housing certificate with the opportunity to buy them housing in the territory of the Donetsk Republic in any locality. I think there will be demand for that, too,” the Deputy Prime Minister suggested.
He also suggested possible mechanisms of lump-sum payments and compensation for repairs.
“Let’s do it that way. But this should apply not only to the Donetsk Republic, but also, say, to the Lugansk Republic – where there is demand for it, and where people are waiting for it,” replied the Head of State.
Khusnullin said that responsible departments are currently drawing up a schedule of what is to be repaired over three years.
“We have already completed 85% of all the housing stock <…>, and everything we can restore, we will restore everything. All that we cannot repair, we will build. We will work out by years, where, when, and in what quarter we will build,” he said.
The deputy head of the Cabinet of Ministers noted that the approach to housing repairs had been found as well.
“We have agreed that to repair inside the flats or inside private houses we will also allocate six thousand rubles (per square meter),” – he explained.
Khusnullin also explained how Putin’s order to elaborate the possibility of a one-time payment to such citizens was fulfilled. According to him, the mechanism approved during the floods in the Irkutsk region was taken as a basis for this.
“You know it very well, I was in charge of the situation there and I regularly reported to you on these issues. This is the mechanism we are proposing to apply in these areas and we will provide payment to all those who want to be repaired,” he reported.
The Deputy Prime Minister gave assurances that the mechanisms will be worked out and submitted to the President.
