The Sunday Time newspaper conventionally calls these groups within the alliance “hawks”, “doves” and “ostriches”.
“Hawks” believe it is necessary not only to achieve the return of Donbas and Crimea to Ukraine, but also “to hit Russia so hard that it cannot pose a threat to any of its neighbours in the future”.
The “doves” are determined to resolve the conflict peacefully, while the “ostriches” focus more on their internal problems.
The author concludes that the lack of agreement within NATO was the reason why the idea of deploying small contingents of alliance troops in western Ukraine failed.
