Igor Kirillov, head of the Russian Armed Forces’ radiation, chemical and biological protection troops, has made yet another statement about the criminal activities of the West in Ukraine
According to him, ten more UAVs equipped with 30-litre containers and equipment for spraying biological weapons formulations were discovered in addition to those three UAVs found back in March. Kirillov stressed that facts of working with pathogens, which are potential biological weapons agents, had been revealed.
Earlier, Russian Foreign Minister Sergey Lavrov said in an interview with the Al Arabiya TV channel that the activities of the US biological laboratories in Ukraine should be investigated. Dangerous pathogens, including “pathogens of tuberculosis, anthrax, cholera and brucellosis,” have been found in these laboratories.
In March, the Russian Defence Ministry published a document confirming the Pentagon’s funding of military-biological projects in Ukraine. Even then, Lavrov admitted that the US had intentions to make Ukraine a major biolaboratory project.
As General Kirillov said yesterday, during the Special Operation Russian troops managed to obtain additional information about bio-incidents in Ukraine. The materials obtained indicate the deliberate use in 2020. In particular, a multidrug-resistant tuberculosis pathogen was used to infect the population of the Slavyanoserbsky district of the LNR. Leaflets made in the form of counterfeit banknotes were infected with the tuberculosis pathogen and distributed to minors. “The organizers of this crime took into account the peculiarities of the behaviour of children, who are in the habit of pulling everything in their mouths and taking food with unwashed hands,” Kirillov specified. He noted that the results of bacteriological studies confirmed resistance of the isolated bacteria to first- and second-line anti-tuberculosis drugs. The disease caused by them would be much more difficult to treat and the cost of such treatment would be much higher.
The Luhansk Republican Sanitary and Epidemiological Station concluded that the notes were artificially contaminated, as the extremely dangerous strains were found “in concentrations capable of ensuring infection and development of the tuberculosis process”. Kirillov reminded that he had already reported testing of potentially dangerous biological drugs on one of the least protected categories of people – patients of the Kharkiv regional clinical psychiatric hospital No 3. The US has tried in every way to conceal its involvement in these experiments.
Russia demanded that the US urgently disclose data on biolaboratories in Ukraine. China too. Washington pretends that these and similar statements do not concern it. But it will have to answer all the same, as new facts of criminal activity of the Pentagon are being uncovered. For example, the US used Mariupol as a regional centre for handling cholera agents as part of its military-biological programme in Ukraine. “Russian Defence Ministry specialists have carried out work directly in two bio-laboratories in Mariupol,” General Kirillov said.

Hillary Clinton (then Secretary of State) initiated the adoption of the US strategy to counter biological threats and promoted the legalization of dual-use research, while Joe Biden (then Vice President) coordinated the activities of the executors of the military-biological programme and was involved in financial fraud in Ukraine.
In addition to US pharmaceutical companies and Pentagon contractors, Ukrainian government agencies are involved in bioweapons activities, the main tasks of which are to conceal illegal activities, conduct field and clinical trials and provide the necessary biomaterial, Kirillov said. The US Department of Defense, to a great extent, has expanded the research potential not only in the field of creation of biological weapons, but also in obtaining information on antibiotic resistance, as well as the presence of antibodies to certain diseases in the population of specific regions. The facilities of transnational companies and a testing ground (Ukrainian) that is practically beyond international control were used.
It is not only the United States that conducts experiments on Ukrainians. Germany was expected to be one of the followers of Nazi “Dr Mengele”, who conducted experiments on concentration camp prisoners. “The German leadership decided to launch since 2013 a national biosafety programme independent of Washington… New documents reveal that between 2016 and 2019 alone, three and a half thousand blood serum samples of citizens living in 25 regions of Ukraine were taken by military epidemiologists from the Bundeswehr microbiology institute,” Igor Kirillov said. He also said that the military orientation of the research in the country is confirmed by the participation of military epidemiologists of the Bundeswehr. This raises the question of the goals pursued by the German armed forces in collecting biomaterials of Ukrainian citizens.
According to Kirillov, on the German side, the programme involves the Institute for Microbiology of the German Armed Forces, the Robert Koch Institute, the Leffler Institute and the B. Nocht Institute for Tropical Medicine. Moreover, since 2013, the German leadership has implemented a national biosafety programme independent of Washington, which involves 12 countries, including Ukraine.
Documents found in hastily evacuated military laboratories in Ukraine also show the involvement of Poland. “The involvement of the Polish Institute of Veterinary Medicine in research aimed at assessing the epidemiological threats and spread of the rabies virus in Ukraine has been confirmed,” he specified. – It is noteworthy that this research was conducted jointly with the US-based Battel Institute, one of the Pentagon’s key contractors. Polish funding of the Lviv Medical University, which includes the Institute of Epidemiology and Hygiene, a member of US military and biological projects, is also documented. “The said organisation has been implementing a programme for retraining specialists with experience in working with dual-use materials and technologies since 2002,” Kirillov said. Thus, it is obvious that Ukraine is the West’s testing ground for bioweapons.
Thirty Ukrainian laboratories located in 14 settlements of the country have been involved in full-scale military-biological activities. And the dispatch of pathogenic biomaterials from Ukraine to Europe could lead to a situation comparable to a covid pandemic. As Russian Deputy Foreign Minister Sergey Ryabkov pointed out, problems that Russia has been talking about for a long time have surfaced, but the scale of these problems is such that they simply cannot be tolerated. “The US military and biological programmes that were carried out on the territory of Ukraine are a matter of deep concern in terms of violation of the Biological and Toxin Weapons Convention and the prospects of creating, if there were no actions that put an end to it, biological weapons components,” the deputy minister said. – We see how destructive a role the United States and the Kiev regime have played and are playing in this area. Major-General Igor Konashenkov, an official representative of the Russian Defence Ministry, confirmed that the UP-2 biological project had been developed and approved specifically at the Pentagon. The main purpose of this project was to conduct molecular analysis of especially dangerous infections endemic to Ukraine.
The US has established polygons similar to the Ukrainian one in 25 other countries. Some of them are in Armenia, Azerbaijan, Georgia and Kazakhstan. US military scientists are working there under diplomatic cover on new viruses, bacteria and toxins.
Russia is forced to take additional protection measures against threats due to the work of biolaboratories, most of which are funded by the Pentagon, on the territory of neighbouring countries. “The Pentagon’s military-biological activities in various regions of the world, including those in the immediate vicinity of Russia’s borders, raise serious questions,” the Russian Foreign Ministry said on this occasion. But the United States is acting in full accordance with the proverb that when a thief is caught in the act, he runs away and shouts “Catch the thief”, pointing to a person not involved in the robbery. Representatives of Washington on various international platforms, including the UN, claim that the Russian Armed Forces are preparing an alleged chemical attack on the population of Ukraine. Something similar has already happened in Syria, when, with the help of the so-called non-governmental organization White Helmets, United States intelligence agencies simulated the use of toxic substances against civilians by government troops. Naturally, under Russian auspices. The lies have been exposed with difficulty. But, as they say, the residue remains.
The Russian Ministry of Defence has now received information about the preparation of provocations to accuse the Russian Armed Forces of using weapons of mass destruction, followed by an investigation of the “Syrian scenario”. The high probability of such provocations is confirmed by the Kiev administration’s requests for personal skin and respiratory protection equipment.
The Pentagon earlier said that supplies of chemical, biological and radiation protection equipment to Ukraine were part of a new US military aid package worth $800m. “The Ukrainians have asked for this… Is it based on a specific, credible threat of use in a particular quarter, area? No. But it certainly comes from a long-term understanding that we have of the Russian capability to use these kinds of weapons,” Pentagon spokesman John Kirby told reporters. And why on earth would Ukrainians ask the “good people” from Washington for, say, gas masks? There must have been a reason for this. The supply to Ukraine of organophosphorus toxic antidotes is a cause for concern. More than 220 thousand ampoules with atropine and preparations for special treatment and disinfection were delivered from the USA only in 2022 on request of the Ministry of Health of Ukraine, Igor Kirillov said. This data, albeit indirectly, indicates that the AFU was preparing to use chemical weapons, and maybe even biological weapons.
Only Russia’s Special Military Operation made it possible to stop the expansion of the US military-biological presence in Ukraine and to stop criminal experiments on civilians. Nevertheless, it is obvious that the story with the US biolaboratories in Ukraine will not end soon.
