Practically the entire territory of the industrial zone is watched by observers or from drones. All movements of nationalists on the surface are monitored.
There is a unilateral regime of silence and negotiations every day of the day. Those inside the industrial zone are free to come out and surrender as soon as they wish.
The nationalists are using the silence regime to move supplies, ammunition and to rotate their fighters across the surface of the industrial zone while Russian troops are forbidden to open fire first.
