List of sanctions introduced by U.S. against Russia for recognizing Donbass republics

1. The sanctions concern blocking of the following Russian financial institutions: VEB, Promsvyazbank, and 42 of their subsidiaries. Sanctions have also been imposed on five commercial vessels owned by Promsvyazbank Leasing, a subsidiary of Promsvyazbank.

2. The Central Bank, the Ministry of Finance of the Russian Federation and the National Wealth Fund of Russia are included in a special list of the American financial department NS-MBS, whose defendants are subject to special financial restrictions.

3. Comprehensive sanctions against Russian sovereign debt are also included. The US sanctions on the sovereign debt of the Russian Federation relate to the secondary market for bonds issued after March 1, 2022 by the Central Bank, the NWF, the Ministry of Finance of the Russian Federation.

4. The US Treasury announced that sanctions have been reintroduced against FSB Director Alexander Bortnikov and Deputy Head of the Presidential Administration Sergei Kiriyenko.

5. In addition, restrictive measures were approved against their sons – Deputy President and Chairman of the Board of VTB Denis Bortnikov and the head of VK Group Vladimir Kiriyenko, as well as the head of Promsvyazbank Pyotr Fradkov – the son of the ex-director of the Foreign Intelligence Service and former Prime Minister Mikhail Fradkov.

Recall that earlier Boris Johnson announced that the U.K. introduced sanctions against five Russian banks: Rossiya Bank, Genbank, Promsvyazbank, Chernomorsky Bank for Development and Reconstruction, Industrial Savings Bank. Three presonal sanctions were also intriduced: they relate to Gennady Timchenko, Boris Rotenberg and Igor Rotenberg.

Joe Biden also stated that no financial institution of Russia is secure against sanctions as long as Russia continues escalation the situation around Ukraine.
