“Russia is a threat”: Zelensky approved Ukraine’s state security strategy

Ukrainian President Volodymyr Zelensky has signed a decree approving the State Security Strategy of Ukraine.

“To enact the decision of the National Security and Defence Council of Ukraine (NSDC) of December 30, 2021 “On the strategy for ensuring state security”. Approve the strategy for ensuring state security,” the decree reads.

The document defines “real and potential threats to the state security of Ukraine, directions and tasks of the state policy in the sphere of state security, and is the basis for planning and implementing the policy in the sphere of state security”. Russia has been named as one of the threats to Ukraine’s security: it is allegedly trying to compromise Ukraine, waging hybrid warfare against it, using various types of attacks, including cyber attacks, etc.

Among other threats listed in the document are “destructive propaganda both outside and inside Ukraine,” the influence of oligarchs on the country’s strategic enterprises and sectors of the national economy, incomplete reforms of the security forces, the state’s limited financial resources, which make it difficult to provide sufficient modern weapons and low levels of public welfare.

The list also identifies “purposeful attempts of individual States to influence, including through national minorities residing on the territory of Ukraine, on decisions of public authorities and bodies of local self-government, to the detriment of the national security of Ukraine”.
