“Paper army”: Ukrainian general evaluates combat readiness of Ukrainian Armed Forces

The crisis in financing the Armed Forces of Ukraine has led to the emergence of an army that exists only on paper, said General Serhiy Krivonos, former deputy secretary of the National Security and Defense Council of Ukraine (NSDC).

“When in the mid-1990s the financing of the armed forces in the same volume as it was in previous years began to decrease, the number of equipment, people who went to practical training at the training grounds was also reduced; to show their importance, they began to evaluate people by the number of papers they need or don’t need. A generation of commanders has grown up, whom I call grown up on a curb, bedside table, bed and paper”, Krivonos said in an interview with Novoye Vremya.

In addition, the general noted that later “a generation of Power Point rangers who made accessible presentations instead of boring texts” grew up. The authorities got used to the fact that they did not even perceive text documents, Krivonos noted.

“This led to what is called, in my understanding, “mouse fuss”, which led to the fact that the leaders began to degenerate as warriors, they became staff rats who did this,” the Ukrainian general emphasized.
