– Moscow was given NATO proposals in response to security initiatives;
– NATO is strengthening its presence in the regions of the Baltic and Black Seas, the combat readiness of the forces has also been increased;
– the alliance calls on Russia to “withdraw troops” from Ukraine, Georgia and Moldova;
– Russia is invited to resume the work of representative offices;
– NATO offers Russia to establish a direct line of communication and use military contacts;
– the alliance is ready to continue the dialogue with Russia, including the Russia-NATO Council. It is proposed to resume briefings on exercises, as well as dialogue on the space sphere, arms control, including missiles and nuclear weapons;
– NATO will not abandon the principle of “open doors”.
Stoltenberg ruled out a compromise with Russia on Ukraine’s entry into the alliance:
“One of these principles is the right of nations to choose their own path. NATO respects the decision of countries that want to join the alliance or not. If Ukraine decides not to join, as Sweden did, we will proceed from respect for the right to self-determination. This kind of decision should be made by consensus among the allies and taking into account the intentions of the country that applies for membership.”
