Corruption in Ukraine: SSU exposes scheme to steal 3.3m hryvnias from state budget

The Security Service of Ukraine in the Ternopil region has exposed a scheme to embezzle budget funds that were supposed to be used to repair a hospital for participants of the so-called ATO

 “Officials of the construction company overstated the cost of the work by 15.5% during the reconstruction of the treatment building and construction of the admission ward for ATO/OSS participants. According to preliminary estimates, the total amount of losses inflicted on the state and local budgets is more than 3.3 million hryvnias”, –  the SSU website says.

According to the investigation, in 2017, a tender was announced for work on the reconstruction of the hospital, through which it was supposed to improve the quality of medical care for participants of the so-called ATO. However, the cost of the work performed was significantly overstated, which led to the embezzlement of one sixth of the funds in the amount of 3.3 million hryvnias.

The owner of the construction company has been reported on suspicion under Article 191 (embezzlement or misappropriation of property by abuse of office) and Article 366 (forgery in office) of the Criminal Code of Ukraine. Currently, the issue of his choice of preventive measure is under consideration.
